MVD Express was born from a simple yet powerful idea: to offer better, faster, and more customer-friendly MVD services. The story begins with Janice Lucero, an Albuquerque educator, who saw an opportunity to make a difference in her community. In 1994, when New Mexico introduced a new requirement for first-time driver’s license applicants to take a course on the dangers of drinking and driving, Janice, with her background in education, won the bid to deliver this important program. She created "None For the Road," a course that helped promote safer driving habits across the state.
But Janice didn’t stop there. She saw a bigger picture—a vision for a MVD experience that was more efficient, more accessible, and far less stressful. This vision led to the creation of MVD Express, a first-of-its-kind privatized MVD service model in New Mexico, focused on reducing wait times, improving service quality, and delivering a customer experience that was faster and friendlier.
Expanding into Montana
While MVD Express began in New Mexico, we’re excited to now bring our unique, customer-focused approach to Montana. Our first Montana location opened in Billings, and we quickly saw the same overwhelming demand for a better MVD experience. Thanks to the support of Montanans, we've expanded our presence and now proudly serve communities across the state, with additional locations in Great Falls, Missoula, and Bozeman. We’re thrilled to continue our mission to provide fast, reliable, and friendly MVD services to even more people in Montana.
What We Do
MVD Express specializes in a wide range of MVD services, including driver’s licenses, Real IDs, titles, registrations, call center support, and dealer services. With over 300,000 satisfied customers annually, we offer a variety of services through our Retail, Commercial, and Support Divisions. As a trusted third-party partner for both New Mexico and Montana, we bring decades of experience to the table, allowing us to create efficient, innovative solutions to meet the needs of our customers while improving government services.
Retail Division:
Our retail centers provide services such as license renewals, Real ID processing, and title and registration support. We are known for our fast and friendly service, real-time wait time updates, and highly trained team members. Our technology, coupled with leadership oversight and state-of-the-art training, ensures we consistently deliver top-quality service.

Commercial Division:
The Commercial Division serves over 200 clients, including auto dealers, financial institutions, and rental car agencies, across New Mexico and Montana. Our dedicated team ensures the efficient processing of titles, registrations, and motor vehicle record checks.

Our dedicated call center was established in 2009 to support customer service and enhance our retail division's efficiency.
