From Written Test to Full Driving Privileges

The 3 Steps to a Full Montana Driver’s License
Step 1: Learner’s Permit Period
Teens who are at least 15 years old may apply for a learner’s permit by:
- Studying the Montana Driver’s Manual
- Passing the written driver’s test
Teens 14½ years old who have completed a state-approved driver education program are also eligible to apply.
Requirements to Advance to Step 2:
- Hold a valid learner’s permit for at least 6 months
- Complete 50 hours of supervised driving (including 10 hours at night) with a licensed adult
- Pass the Skills (Driving) Test
Learner’s Permit Conditions:
- Must be supervised by a parent, guardian, or licensed adult (age 18+) authorized by a parent
- All passengers must wear seatbelts
- No traffic violations or drug/alcohol offenses for 6 months prior to advancing
Step 2: First-Year Restricted License
Once you meet the permit requirements, you’re eligible to apply for your restricted license.
To Apply:
- Schedule and pass the Skills (Driving) Test
- Bring the following documents:
- Driving log
- Valid learner’s permit
- Proof of insurance and registration for test vehicle
- Graduated Driver Licensing Parent/Guardian Certification
- Proof of authorized presence and residency
- Driving log
Restricted License Conditions:
- Seatbelts required for all passengers
- No driving between 11:00 PM and 5:00 AM unless:
- Traveling to/from school, church, or work
- Involved in farm activities
- In an emergency
- Parent/guardian has authorized it
- Traveling to/from school, church, or work
- Law enforcement may verify nighttime driving purposes with a parent or guardian
Passenger Restrictions:
- First 6 months: Only one unrelated passenger under 18 allowed unless supervised
- Second 6 months: Up to three unrelated passengers under 18 allowed unless supervised
Step 3: Full Privilege Driver’s License
Your restricted license will automatically convert to a full privilege license either:
- On the date printed on the back of your license
- Or when you turn 18 — whichever comes first
